It gets worse.

So I read further into my emailed response from AT&T:

"Customers intending to use the 3G iPhone for access to corporate email, business applications or access to corporate intranet are required to activate with Enterprise Data Plan for iPhone."

The "Enterprise" plan is $45/month. So, lets see - if I already had a gen1 iPhone I would get the 2.0 software (including corporate push email, app store, etc) for free, and get my corporate exchange email for the still-low price of $20/month. But if I want a new phone, the monthly charge is more than twice as much. Like I care if my TPS reports get to my iPhone slower. Maybe I'll start checking ebay...
